Why "milk and sugar" rather than the more commonly known name "cream and sugar set", you ask? Traditionally, the British call it "creaming the tea" but use milk because (a) the tannins in tea can curdle milk, and (b) some feel that cream is too heavy and its taste may overpower the subtleties of many teas.
